Is Ballmer whiny and off-base?  Totally.  Is the iPad God's gift?  Not so much, in my opinion, Pearlie. A dBm is a decibel referenced to a milliwatt. the dBm is useful for radio links and such as it relates back to an engineering value (milliwatts) where a simple dB does not. Nice post.
